Polish TETRA Police Tender Already Under Fire
The National Chamber of Appeals in Poland recently received three appeals from companies that are interested in participating in the tender for the construction of a TETRA system for the Police in 13 Polish cities.
RadioTech announced that companies; Maxto, IP Connect and Integrated Solutions have serious concerns about the recently launched tender to supply radio communications for the Polish police in 13 major cities in Poland.
A hearing was held at the National Chamber of Appeal this week on September 25.
As it will still be necessary to wait for the official publication of the verdict, it is already known that a large part of the charges have been taken into account as specialists from KGP already changed the provisions in this tender.
According to RadioTech, it is almost certain that the tender deadline for of mid November has te be to postponed until a later date.
Some of the complaints are:
- The deadline for submitting bids in relation to the level of complexity is too short
- There should be unrealistic deadlines for the contractor with excessive obligations and risks.
- There should be a horrendous amount of contractual penalties be involved, that could reach even 25% of the contract value.
- It looks like there are preferences for one manufacturer by requiring the use of specific functionalities.
- Timeline for preparation of a Technical Project (90 days) is to short
