Inrico iConvNet Facilitates Montenegro Government to Improve Urban Management
After a cyber-attack on its office network, the government decided to retire the legacy communications system and started to look for a more dedicated and secure communications system.
Urban management as a cross-department effort requires smooth communications and unified command among various departments of the government. Therefore, it is essential to build a unified communication and dispatching system in order to offer coverage and connectivity for the staff to respond, coordinate, and deliver in an efficient and secure way. The staff of the Montenegro government was relying on their cell phones during their work hours. After a cyber-attack on its office network, the government decided to retire the legacy communications system and started to look for a more dedicated and secure communications system. After an in-depth discussion with the local government, Inrico clarified the customer requirements and pain points as follows.
As the municipal management needed to improve incident response and handling, Inrico's iConvNet platform as an integrated and comprehensive dispatching system with efficient real-time audio and video communication capabilities was a promising answer to this requirement. The system delivers features such as trunking calls, video & audio dispatching, map dispatching, and patrol management. The trunking capability realizes functions, such as user priority, group call, and all call, for different work scenarios, where the event requires a response from an individual staff or from a team. For events that require immediate on-site assessments, instant video conferencing is conducted through video dispatching. Visualized dispatching is fulfilled on the map of the big screen of the dispatching console. Quick availability of information, including voice, picture, and video, and the ability to efficiently sync information across the teams ensure in-time and proper handling of incidents and emergencies.
In addition, the urban management needed to adapt to the development of the city. Here the iConvNet assists decision-makers to understand the risks and problems through data monitoring and fusion. The back-end data is analyzed to find specific solutions. Visualizing the management process facilitates the retracing and investigation of incidents. A summary of the methods and best practices provides a basis for improving management in general.
As inadequate interoperability caused poor collaboration among departments, for example where consumer cell phones cannot realize the interconnection and interoperability with narrowband devices such as the existing DMR/TETRA two-way radios used by other departments, The iConvNet convergence platform is able to merge all kinds of terminals and achieve interconnection. It helps multi-department collaboration and linkage to efficiently complete daily command and dispatch operations and emergency disposal of major cases and events. Through AES256 encryption, it realizes the encryption of voice, texts, videos, and pictures to enhance information security.
The local government chose Inrico’s S300 PoC radios and PLS2000 private server to set up a private PoC system for the staff.
A leader of the Montenegro local government said: "INRICO has organized a communication network for us, allowing us to stay focused without the hassle of distractions, and to be able to achieve city management more efficiently."
