Al Raisi emphasizes leadership's keenness to support creative ideas
The Director General of Central Operations at Abu Dhabi Police about creative ideas such as expanding the coverage of the TETRA network to cover all the Emirates
Major General Ahmed Nasser Al Raisi, Director General of Central Operations at Abu Dhabi Police GHQ; Acting Director General of Electronics and Telecommunications Services at the Ministry of Interior, emphasized the higher leadership's keenness to adopt and support the creative ideas at the Ministry and the various police agencies.
He stated, "An institution's success doesn't depend solely on one employee, and that team work is the key to success. Furthermore, commitment and giving should not rest on laurels; and good innovation continuously proves a superior's effectiveness."
He also noted, "Successful planning begins at the top of the pyramid in an organization, and taking the appropriate decisions occurs in record time based on logical foundations and analysis."
In a lecture at the Knowledge Management Forum, recently organized by the Central Operations Directorate General at the Abu Dhabi Police Officers' Club, Major General Al Raisi said that the difficulties are not obstacles, but they are challenges that must be maintained in order to reach the summit.
Present at the lecture were Brigadier General Ismail Al Sirkal, Deputy Director General of Abu Dhabi Police Central Operations along with department directors, officers, non-commissioned officers. Also attending via video conferencing, were staff members from the various Police Operations branches in Al Ain.
Major General Al Raisi presented a brief summary about his scientific and practical career, shedding light on the challenges he encountered, and how he managed to overcome them through proper planning, determination, will and time management in order to achieve success.
He reviewed the most prominent achievements, namely; the Operations Rooms development project across the UAE; the Early Warning System project at the state level; unifying the Naturalization, Residency and the Criminal Justice systems; and integrating traffic systems at the state level. Moreover, he shed light on 19 initiatives that serve the policing sector, notably the Joint Operations Rooms development initiative; and the UAE data center establishment project, based on international standards, the largest and most modern in the region.
In his lecture, Major General Al Raisi also tackled the creative ideas that have already been implemented. Such ideas include expanding the coverage of the TETRA network to cover all the emirates; the IT, electronic services and information security policy strategy project; the traffic-related services provided to the Abu Dhabi e-Government to facilitate and speed up customers transactions and provide the largest number of e-services online; setting up new GIS databases; as well as the Victims Affairs Call Center, which collects information about people affected by disasters, and receive calls from missing persons and victims' families.
The already implemented projects also include the E-Ports registration project for ports, whereas the UAE is the first country worldwide to apply the 3-biometrics (iris recognition, fingerprints and face recognition) system for passengers across all UAE's border points, to facilitate and speed up travel procedures for UAE visitors and support security and traffic safety; the E-Gate project, which simplifies travel procedures through e-portals powered by a smart card using fingerprints as identification, which helped prevent congestion and reduce the time for travelers' movement; the iris recognition technology, applied in the UAE since 2003, and has prevented more than 350 thousand people from re-entering the UAE with fake passports; the automatic alarm system, which linked the subscribers to the Abu Dhabi Police Operations Room, and adopted as a prerequisite before issuing business licenses for gold jewelry shops and banks, as well as linking a similar system for the protection of diplomatic buildings.
Furthermore, Major General Al Raisi gave a presentation showcasing the best practices used at the Central Operations Directorate General. Such practices were instrumental for the UAE search and rescue team to obtain the United Nations Search and Rescue International Certification in the Middle East and Africa 2010. They also contributed to help the Abu Dhabi Police GHQ's obtain first place in the Abu Dhabi Award for Excellent Government Performance in 2009; and to become a Principal Member of the OGC to chair a new international OGC Law Enforcement and Public Safety Working Group.
Other achievements include signing a cooperation agreement with Harvard University in the field of emergency medicine; whereas the UAE is expected to build the Emirates Emergency Medicine Academy this upcoming January, the first of its kind in the Middle East; helping the UAE become member of the Interpol team for Disaster Victims Identification; signing the investment in human capital agreement; and the national capacity-building in GIS security systems and tourism sciences.
