A new nationwide multi-agency public safety network

In 1995, the Norwegian Ministry of Justice and the Police started a formal co-operation with the Ministries of Local Government and Regional Development, and of Health and Social Affairs, on the feasibility study "A common radio network for the public safety services".

The conclusion from this study was that the current radio systems of the fire brigades, the police and the health agencies no longer met the operational communication requirements in terms of functionality and reliability. This feasibility study recommended that the public safety agencies should cooperate to investigate the possibilities of using a future shared radio system.

Government decision
In June 2004 the project finished an external quality assurance (QA) process for public projects, and in November 2004 the government decided to forward a proposal for the Norwegian Parliament to procure a new digital radio communication system for the Public Safety Agencies and other organisations with civil preparedness responsibilities. The parliament decided in December 2004 to approve the proposal from the government.

The formal Request for Proposal (RFP) was sent to the market in May 2005, and the deadline for submitting tenders was October 2005. The Norwegian parliament, the Storting, decided in December 2006 to start the first stage of the development of a new digital emergency network. The contract was signed in December the 2006. The provider is Nokia Siemens Networks Norway AS.

Rollout has started
The roll out of the first stage started in the beginning of 2007 in Østfold, Follo, Oslo, Romerike, Asker, Bærum, Søndre Buskerud.

Project organisation
The project organisation is established within The Directorate for Emergency Communication, that will be responsible for the first phase of the development.

The project is a joint cooperation between the Ministry of Justice and Police and The Ministry of Health and Care Services. The ministries' subordinate agencies, The National Police Directorate, The Directorate for Civil Protection and Emergency Planning (which is responsible for the fire agency) and The Norwegian Directorate of Health, take an active part in the project and represent the core users within the emergency agencies. See also “Frequently Asked Questions about the Norwegian Public Safety Radio Project”.

The agencies are responsible for their own transition projects, including training of end users, developing new procedures for the use of the network, preparations transition phase, and integration between the new control room equipment and their own applications.
