Tshwane metro police tender marred by corruption allegations
The tender was technically flawed and structured to favour Oageng Office Solutions
A week after the Tshwane Municipality issued a tender to fix its
dysfunctional metro police tetra radio network, industry insiders have
come forward with allegations of corruption. In 2009, the city paid more
than R150million to a company which had no experience in this highly
technical field to set up the network.
Now, ratepayers will pay at least R10million more for another company to get it working.
Tetra consultants, who have studied the original tender, said it was
technically flawed and structured to favour Oageng Office Solutions. The
company has no communications experience but is linked to Metro Police
Deputy Chief Ndumiso Jaca.
Company records list Jaca as a former director of its sister company, Oageng Investments. Perry Rakoma, who owns both companies, confirmed this but Jaca denied any link adding that Cipro records are wrong.
It is understood the radio equipment is satisfactory but has been setup incorrectly.
The municipality did not respond to questions.
