PMeV Welcomes New Rules for Frequency Allocation in Germany

Frequencies can now be applied for and granted for a period of up to ten years.

The Professioneller Mobilfunk e.v today announced good news for all users and providers of narrowband trunked radio systems in Germany: The Federal Network Agency (BNetzA) is creating planning and investment security beyond 2025. Frequencies can now be applied for and granted for a period of up to ten years. Previously, the allocation of the frequency spectrum was limited until December 31, 2025.

The PMeV welcomes this decision in the interest of its members:

"Drilling thick boards was worth it! Since May 2020, we had been calling for a fixed end date in this regulation to be waived in order to make the regulatory framework more reliable and to enable investments to be made under the same conditions at all times. Now our continuous efforts of professional exchange are bearing fruit," explains PMeV CEO Bernhard Klinger.

New "Administrative Regulations for Frequency Assignments in Narrowband Trunked Radio (VVBüFu)"

In August 2024, the Federal Network Agency (BNetzA) published a new administrative regulation for frequency allocations in narrowband trunked radio (VVBüFu). The present administrative regulation essentially updates the previously valid document from July 2018. In particular, point 4 Frequency allocation procedure (eligibility to apply) is specified. Whereas applications and grants of frequencies were previously possible until December 2025 at the most, fixed-term contracts of up to ten years can now be applied for and granted. This applies to both existing and new licenses. Applications for continued use beyond this period can be made for up to ten years from three years before the expiry of the existing licence. This serves to increase planning security for the applicants and enables a timely decision on the extension by the BNetzA.
